City of Owatonna - November 4 – December 22, 2017
Deer Hunt Rules & Application
Application fee is $12 to the City of Owatonna, non-refundable. Registration deadline is September 15, 2017 at 4 p.m. All applicants must pass a proficiency test using the same equipment with which they will be hunting. Fifty applicants will be randomly drawn (September 18th) to test. Two sets of fifteen permits will be randomly awarded (October 9th) from the pool of those passing the proficiency test. Hunters must be at least 18 years of age. After drawing, hunters will be called in the order they were drawn to choose their location.
Proficiency test will be administered at the City Archery Range 711 North Elm Avenue, Owatonna (in case of rain - 20 Rifle and Pistol Club in Medford - 1675 50th St NW) Contact Kyle Ackerman (507-210-3950) with questions regarding proficiency testing. Testing fee is included in application fee. Proficiency test dates are September 30th and October 7th from 11 a.m. – 2 p.m.
Only antlerless deer may be harvested in/on Cashman Park (new in 2017), Hamman Park, Kaplan’s Woods, Kaplan’s Woods Parkway, North Straight River Park Area, Leo Rudolph Nature Reserve, Manthey Park, Maple Creek Parkway and Kriesel Park. However, once you take an antlerless deer, you are able to Earn-A-Buck. Dates for the hunt are November 4-26 and November 27 – December 22.
Those awarded permits may hunt within the area assigned to them, and must be within park boundaries as identified on the map.
Hunters must not discharge a bow within: 150 feet of any inhabited structure and must be 100 feet off of a main trail. No crossbows are allowed.
No permanent tree stands shall be erected, or steps screwed or nailed into a tree are allowed on City property. Portable stands shall not be placed on City property until after October 30th and must be removed no later than December 29th. Stands not removed by that time are subject to seizure and applicant may forfeit their ability to take part in future hunts. Seized stands not claimed after 60 days may be disposed of by the City.
No cutting or removal of vegetation is allowed.
While hunting on public property, all hunting must be done from at least five feet above the ground. Any time you are not five feet above the ground while on public property, your bow must be in a legal bow case as defined by state law.
All entrails of deer shot shall be removed intact or in containers or plastic bags and shall be disposed of properly.
The signed City of Owatonna Deer Hunt card is your permission slip. It must be carried on the hunter’s person at all times while hunting or scouting on City property. Cards are not transferable.
No motorized vehicles allowed on the trails. Vehicles will remain on roadways or parking lots.
All Minnesota DNR rules and regulations apply.
All deer harvested with the city permit shall be reported to the Owatonna Parks & Recreation Office, in addition to the MN DNR mandatory reporting regulations. You must also call the Owatonna Parks & Recreation Office within 24 hours of taking the deer – 507-444-4321 to leave a message. The bag limit is your regular deer tag limit. If you fill your limit, or choose to stop hunting before your specified end date, turn in your City of Owatonna Deer Hunt card. Only signed cards issued by the Parks & Recreation Department are valid.
It is a privilege to be selected for this special hunt. Please use proper hunting etiquette and good judgment.
The City of Owatonna shall not be liable for any personal injury or property damage suffered by the applicant / hunter while on city property. Further, the applicant will fully defend and indemnify the City of Owatonna from any claims, lawsuits, causes of action or judgments arising or resulting from any activities of the applicant.
Violation of any of these or other applicable laws, rules, regulations, ordinances, policies or directives of City officials immediately revokes the permission on City property and may result in criminal prosecution.
At any time the City of Owatonna or it’s officials may revoke or alter permissions of or end the hunt.
